Historically health insurance companies provide coverage only for health-related services that they define or determine to be medically necessary. Medicare, for example, defines medically necessary as: “Services or supplies that are needed to diagnose or treat your medical condition and that meet accepted standards of medical practice.”
Now that certain health plans have determined that medical fitness is reimbursable and necessary for a patient’s health or to treat a diagnosed medical problem, can the supply meet the demand? Our panelists will discuss whether the medical fitness industry can meet the needs of this massive market.

ABOUT THE PANELISTS
Debbie Bellenger is a skilled presenter, public speaker, TRX Master Trainer and Reebok Master Trainer. Over the past 30 years, Debbie has been developing and delivering medical wellness programs in an integrated continuum of care model with providers using EPIC as a platform of referrals and communications back and forth. She also successfully developed a new service line for CaroMont Regional Medical Center called Employer Wellness services which sold over $500,000 of corporate wellness programs with coordinators to local companies.
Debbie is the 2014 Medical Fitness Association Corporate Wellness Director of the Year – Employee Wellness.
She is the 2017 IDEA Program Director of the Year Award recipient, which recognizes a Director who develops and delivers health, fitness and wellness programs for employees, participants and patients that have successfully changed behaviors and demonstrated positive outcomes of improved health.
Mary Hoagland-Scher, MD
Dr. Mary Hoagland-Scher, MD is a board-certified family physician who practiced medicine for 30 years.
When she entered Harvard Medical School with a BA in psychology from Yale College, her goal was to help people stay healthy. As the focus of western medicine shifted away from health to disease management with a strong emphasis on pharmaceutical and or surgical intervention, she became uneasy with her role and decided to discard her prescription pad and learn new tools.
Having completed NASM CPT, CES, SFS, and many other courses in the fitness world, she’s taught anatomy, physiology and pathology to aspiring massage therapists and personal trainers.
She is a member of the MedFit Network and serves on the MedFit Education Foundation Medical Advisory Board in hopes of helping to shrink the chasm between fitness and medicine.
Dan Mikeska’s mission is to improve population health and to increase the quality of life by connecting education, medicine, and fitness. This goal can be achieved by providing an educational pathway for fitness professionals who want to become respected members of the healthcare community, prompting clinicians to prescribe exercise, and encouraging patients to enlist the services of a qualified fitness professional.
Dan’s philosophy centers on the fact that human movement is a complicated and coordinated effort between your muscles, skeleton, and metabolism, and everyone is different. Knowing how each of the systems of the bodywork, independently and in concert, is essential in the development of an effective fitness program.
In addition to a doctorate degree in Health Science and a master’s degree in Human Movement, Dan has some of the most sought after certifications from The National Academy of Sports Medicine, the American Council on Exercise, the Cancer Exercise Training Institute, and the Exercise is Medicine credential from the American College of Sports Medicine. His education and vast experience have given him the opportunity to work with notable organizations such as Life with Cancer and 2Unstoppable, as well as teach fitness and wellness classes at Northern Virginia Community College. He is currently adjunct faculty for A.T. Still University’s master’s of Kinesiology program, and is a member of the Industry Advisory Council for American Public University’s Sports and Health Science program
David Rachal III, MBA
David Rachal III is the founder and CEO of HEALTHEFIT, a medical fitness based facility in Chester, VA, where he’s created a scalable system that engages, educates, and empowers physicians and medical fitness providers to work together. His facility uses exercise and nutrition as medicine making prevention, treatment, and long-term management accessible for all. During David’s 17 year career in health and fitness, he has earned a reputation for innovative strategies and success as Certified/Licensed Recreational Therapist, Senior Operations Manager for Bally Total Fitness, and Fitness Manager for Gold’s Gym.
David’s contributions to the fitness industry also include training hundreds of private clients to success and educating over 1,000 trainers in the past eight years as a Fitness Presenter/Speaker and Certification Specialist with nationally recognized organizations including the Exercise Science Alliance, Aerobics and Fitness Association of America, and National Academy of Sports Medicine. David’s talents at staff recruitment & development makes him a sought after expert for private and commercial gyms. On the other hand, his military-like focus coupled with a genuine personality makes a natural with relationship building, training, and assuming the role of CEO.
David holds an MBA with a focus in Healthcare Management. He holds many specialty training certifications, including the ACSM ‘Exercise is Medicine’ credential, the FMS Functional Movement Specialist, and NSCA Tactical Strength and Conditioning Facilitator. David was named the 2019 Professional of the Year by MedFit Professional Magazine.
Dezi Zevin, PA-C
Coach Dezi is a certified health and wellness coach who has also been in clinical practice as a physician assistant for 16 years. She has developed a focused interest in weight loss and health management after working in bariatric medicine for 3 years where she helped coach patients through their weight loss journey. It was during this time that she used her passion to develop products to help her patients lose weight.
Over the years she has helped hundreds of people in their weight loss and wellness journeys. She is genuine in her approach and dedicated to helping clients reach their goals.
